Why he's running
The incumbent was heading toward another cycle without a serious challenge. Samuel decided that was not good enough for Berkeley County. If voters are asked to live with rapid growth, higher costs, crowded roads, and decisions made in Columbia, they deserve more than an empty line on the ballot.
He is not a career politician. He has not spent years climbing a party ladder. He stepped in because somebody needed to do the work, make the case, and give this district a Democrat who will actually compete for it.

If South Carolina wants better reading levels, stronger STEM retention, and real career preparation, it has to treat education like a priority instead of a slogan.
Families should not have to drive all over the region to get routine care, mental health support, or timely appointments. State government can help close those gaps if it chooses to.
Water should not feel like a luxury bill, and families should be able to lower household costs through practical energy improvements, stronger local infrastructure, and state policy that stops shifting basic utility pressure onto residents.
A state representative should hold local events, return messages, and tell constituents how votes affect their lives. That sounds obvious. It should still be said.
